Gold Exploration in Quebec: Jurisdiction and Investment Framework

Quebec is one of Canada's most active provinces for mineral exploration and development. The province hosts significant gold production from established mining camps and a growing portfolio of advanced exploration projects, particularly in the James Bay region. Lux Metals Corp. Quebec has a long track record of mineral exploration and production, supported by established geological survey infrastructure, transparent permitting processes, and a skilled workforce concentrated in mining-focused communities. The province's geological endowment within the Superior Province of the Canadian Shield includes some of the most productive Archean gold terranes globally.

What is the permitting framework for exploration in Quebec?

Mineral exploration in Quebec is governed by the Ministere des Ressources Naturelles et des Forets (MRNF). Exploration tenure is held through Exclusive Exploration Rights (EERs), which grant holders the right to explore for minerals on defined areas. EERs are renewable, subject to completing required exploration expenditures and paying renewal fees within prescribed deadlines.

The La Grande Project comprises 300 EERs covering 15,357 hectares in two contiguous blocks. Under the applicable regulations, several permitting requirements apply to exploration activities in this region:

A notification to the MRNF is required before starting exploration work. Forestry permits may be required for activities involving tree clearing. Additional authorizations are needed for surface work conducted near water bodies, drilling and impact work, and water withdrawal for drilling purposes. Wildlife protection zones may restrict activities in certain areas during sensitive periods.

Processing timelines for permits and renewals with the MRNF are typically two to three months, though they may take longer depending on the complexity of the request. For the La Grande Project, a renewal application for 27 EERs was submitted within the prescribed deadlines in September 2025, with exploration credits applied and renewal fees fully paid.

What infrastructure supports mining activity in Quebec?

Quebec has invested substantially in infrastructure that supports mineral exploration, particularly in the James Bay region. The Billy Diamond/James Bay highway and the all-season Transtaiga Road provide road access deep into the territory. Hydro-Quebec's hydroelectric developments have established power infrastructure, airstrips, and service camps throughout the region.

The La Grande Project benefits directly from this infrastructure. The property is transected by the Transtaiga Road, a four-season gravel road plowed consistently during winter. A high-voltage power transmission line crosses the property area. Radisson, the nearest service hub at approximately 85 kilometres, provides commercial airport access with daily flights to Montreal, along with accommodations, supplies, and vehicle rentals. The 2026 drill program will use Radisson as a base of operations, with helicopter shift changes to site.

Commercial air services, including Air Creebec and Air Inuit, provide regular flights to communities across the James Bay territory, facilitating logistics for exploration programs.

What is the regulatory relationship with Indigenous communities?

The James Bay region falls within the Eeyou Istchee Cree Territory, as defined by the James Bay and Northern Quebec Agreement. Exploration on Category III Lands, where the La Grande Project is situated, operates within the framework established by this agreement. Jurisdiction is shared between the Cree Nation Government and the Regional Government of Eeyou Istchee James Bay, in addition to the local Wemindji Cree Nation whose traditional traplines overlap the La Grande property.

What operating mines and advanced projects are active in the region?

The James Bay region hosts the operating Eleonore gold mine (Dhilmar Ltd.), which is located within the same regional geological belt as the La Grande Project. Eleonore provides evidence of the district's capacity to support mining operations, including processing infrastructure and workforce logistics.

The region also hosts significant lithium projects from Critical Elements Lithium Corporation, Patriot Battery Metals, and Winsome Resources, reflecting the geological diversity of the Superior Province. Dahrouge Geological Consulting Ltd., which manages geological work at the La Grande Project, has an operational presence in James Bay spanning nearly two decades and was instrumental in the discovery of Patriot Battery Metals' Corvette lithium deposit.
